How to report ASB

In an emergency

If you need to report a crime in progress, call Phone 999 immediately.

If a crime has already happened, call Phone 101 immediately.

What counts as ASB

ASB is behaviour that causes harassment, alarm, distress, or nuisance to others. This includes:

  • Persistent noisy behaviour
  • Intimidation or threatening behaviour
  • Harassment or hate incidents (based on race, religion, sexual orientation, disability, or transgender identity)
  • Vandalism, graffiti, or damage to property
  • Damage to communal areas
  • Drug-related activity
  • Fly-tipping

What isn't usually ASB

Not every annoyance is anti-social behaviour. These are usually not classed as ASB:

  • One-off parties or gatherings
  • Normal household noise (cooking, hoovering, footsteps)
  • Children playing
  • Occasional dog barking
  • Neighbourly disputes (overgrown gardens, bins, parking)

Problems with neighbours that aren't ASB

Your neighbours may not realise their behaviour is causing a problem. If you feel safe to do so, try talking to them first.

Keep a record of any incidents. Note the date, time, what happened, who was involved, and how it affected you.

If talking doesn't help, contact your Housing Management Officer. Explain the problem and what you've already tried. They can advise on options including mediation.

What to expect when you report ASB

When you report ASB, we will:

  • Contact you within 5 working days
  • Give you a named officer who will agree how and when to stay in touch
  • Offer to visit you to understand how the situation is affecting you
  • Assess the case based on risk, impact, and vulnerability
  • Offer support, including specialist victim and witness support if needed

We aim to complete the first stage of our investigation within 28 days.

How we tackle ASB

We focus on resolving issues early to stop them getting worse. This may include:

  • Mediation between neighbours
  • Warnings or acceptable behaviour agreements
  • Joint visits with police or environmental officers
  • Support for everyone involved

Where early action doesn't work, we can use formal legal powers including:

  • Official warnings and notices
  • Court orders to stop the behaviour
  • Closure of properties linked to serious ASB

In the most serious cases, we may take legal action to end a tenancy.

Worried about someone's safety?

If you're worried about a vulnerable adult or child, report it:

If you see or hear something concerning, such as shouting, signs of neglect, or frightened children, please report it. Speaking up can protect someone from harm.

If you're not happy with how we've handled your case

You can make a complaint through our Customer Experience Team:

If you feel not enough has been done to resolve your ASB case, you may be able to make an anti-social behaviour case review report (sometimes called a "community trigger"). This is an independent review of how your case was handled.

Being a good neighbour

We all have a part to play in keeping our neighbourhoods safe and pleasant. As a tenant, please:

  • Be considerate to your neighbours
  • Keep noise down, especially late at night
  • Treat others with respect
  • Keep your home and garden in reasonable condition

These expectations also apply to members of your household and visitors.
