Tenant engagement sits at the heart of how we run Homes and Neighbourhoods. This page explains the different panels you can join, what you would do, and how to sign up.

Being on a panel is one way tenants can shape services, raise concerns, help us improve, and scrutinise performance.

Choose the right panel for you

You can join one panel, or more than one. If you are not sure, sign up anyway and we'll help you find the best fit.

Building Safety Panel (medium-rise and high-rise homes)

This panel focuses on safety in buildings where people share entrances, stairs, corridors, lifts or other shared spaces. It builds on our approach to resident-focused building safety engagement, including providing clear safety information, listening to concerns, and giving residents confidence to report issues.

What you'll do


  • Help us understand what information residents need about building safety and how it should be explained.
  • Tell us what works (and what doesn't) in how we share safety messages, including face-to-face engagement.
  • Ask questions, test our communications, and help us improve how we listen and respond.

Who can join


  • Tenants who live in medium-rise or high-rise homes (or who have a strong interest in building safety).

What to expect


  • Friendly, structured sessions where you can ask questions and share your views.
  • We will explain any terms we use and provide information in plain English.

Service Quality Panel (learning and improvement)

This panel looks at how services feel day to day, and how we learn from things that go wrong. It supports us to share learning, inform improvements, and strengthen how we review complaints and service issues.

What you'll do


  • Help us look at themes and learning from complaints or other information where we have received feedback (what happened, what should change, and how we stop it happening again).
  • Review proposed service improvements and tell us if they make sense from a tenant point of view.
  • Help us check whether changes have actually made a difference.

Who can join


  • Any tenant, including tenants who have used our services recently (for example repairs, housing management, contact centres or complaints).

What to expect


  • You do not need experience, just a willingness to share honest feedback.
  • We will never ask you to discuss personal details in a group setting.

Tenant Led Panel

The Tenant Led Panel is the main tenant group in our governance structure. It meets monthly and considers outputs from engagement activity and other council business. Two tenant representatives also attend the Homes and Neighbourhoods Improvement Board, and the Chair of the Tenant Led Panel presents on its work.

What you'll do


  • Review what tenants have told us through engagement activity and feedback.
  • Ask questions about performance, decisions and priorities.
  • Help shape what we focus on next.

Who can join


  • Any tenant who wants to be involved in shaping and scrutinising landlord services.

What to expect


  • Regular monthly meetings.
  • Papers are shared in advance so you can read them in your own time.

Care Leavers Panel

This panel focuses on the experiences of care leavers moving on to independent living in a Kirklees Council home. It builds on our commitment to providing safe, stable housing and the right support at the right time. The panel helps us understand what matters most to care leavers, ensuring services are shaped by their voices and lived experience.

What you'll do


Help us understand what works well for care leavers when moving into and managing a home. Tell us what support, information and communication makes the biggest difference. Ask questions, share your experiences, and help us improve how we design and deliver services for care leavers.

Who can join


  • Care leavers or estranged young people who are our tenants

What to expect


  • Friendly, structured sessions where you can share your views and help shape services. We will explain things clearly, avoid jargon, and provide information in plain English.

Support for you

We want involvement to be welcoming and accessible.

  • We can talk through what's involved before you join.
  • We will provide information in clear, plain English.

We want everyone to be able to take part.

  • We will reimburse reasonable expenses, including travel and other out-of-pocket costs.
  • We will support digital access, including help to get online or take part in virtual meetings where needed.
