Statement of Representations

The five West Yorkshire Councils (Kirklees Council, Leeds City Council, Calderdale Council, Wakefield Council and Bradford City Council) have been working with West Yorkshire Combined Authority (WYCA) to prepare a joint Mass Transit development plan document (DPD). This will provide a West Yorkshire-wide strategic spatial framework to support the delivery of Mass Transit, and ensure a coordinated approach to land use, growth and regeneration. Once adopted, this will form part of the development plan for all West Yorkshire councils.

An initial draft plan (Regulation 18) consultation was held from January to March 2026. The comments from that consultation have informed this latest publication draft plan (Regulation 19), which is now available for comment from 4 August to 27 September 2026. This is the consultation before the local plan is submitted to the Secretary of State for independent examination.

Anyone making representations may request to be notified when:

  • the plan is submitted for independent examination;
  • the recommendations of the appointed examiner are published; and
  • the plan is adopted.

All responses will be processed in accordance with the General Protection Regulation 2018 and anonymous representations will not be accepted.
