Lane Rental Scheme

The Kirklees Lane Rental Scheme is designed to reduce disruption from roadworks on Kirklees highways.

Utility companies, contractors, developers and highway authorities are encouraged to plan and deliver works in an efficient and considerate manner by incurring a daily fee for working on the busiest roads at the busiest times.

The scheme supports the council's work managing the highway network, complementing the council's vision for transport and the wider objectives of the region.

Lane rental will encourage organisations to:

• plan works more effectively
• complete works more efficiently
• reduce the amount of road space occupied
• work collaboratively with other organisations
• use innovative and less disruptive methods of working
• avoid traffic-sensitive periods wherever possible

The scheme works alongside the Permit and Lane Rental Schemes and does not replace existing permit requirements.

The Kirklees Lane Rental Scheme has been developed to:

• reduce congestion and disruption caused by roadworks.
• encourage work to be completed more quickly.
• improve the planning and coordination of activities on the highway.
• promote collaborative working between highway authorities and utility companies.
• encourage innovation and the use of less disruptive working practices.
• improve journey reliability for residents, businesses, and visitors.
• support environmental improvements through reduced highway network disruption.

Lane Rental charges may apply when works:

• take place on a designated lane rental street
• occur during chargeable times, fo, example. busier times

Charges may not apply where there is no impact on traffic.

Charges are intended to be avoidable through better planning, collaboration, and less disruptive working arrangements.

Kirklees Council may reduce or waive charges in certain circumstances.

There is no separate lane rental application process. Works promoters should continue to use the normal permit, Section 50 or Section 278 application processes where applicable.

The scheme applies only to designated streets and specified times.

For out-of-hours activities, the promoter is required to notify Kirklees Council.

This notification should include a plan showing:

• Othe working locations
• the nearest noise sensitive properties
• an assessment of predicted noise impacts and the measures proposed to limit these

Notification will be given by completing an 'Out-of-hours working environmental health impact pro-forma'.

Notification should be given when proposed activities are likely to cause noise disruption outside the site boundary and will take place:

1. outside the hours of 7.30am to 11pm on Monday to Friday
2. outside the hours of 8am to 1pm on Saturdays
3. at any time on a Sunday or public holiday

Kirklees Council require a completed pro-forma to be provided with relevant permit applications.

Kirklees Council will apply the same lane rental principles to its own works and works undertaken on its behalf.

This guarantees that the scheme is applied fairly and consistently.

Any surplus income generated by the scheme will be reinvested into the highway network.

Funding will be used to:

• support highway maintenance
• fund initiatives that reduce disruption caused by road and street works
• improve network management and encourage innovation

The Secretary of State for Transport approved the Kirklees Lane Rental Scheme in July 2026.

The council are working to prepare for the scheme beginning in Autumn 2026, including preparing final documentation, updating mapping and systems, and undertaking stakeholder engagement.
