You can apply for a resident and visitor permit if:
- You live in a property located within a residential parking scheme. You can use the online form to check if your property is part of the parking permit scheme
- You have a My Kirklees Account
Residents who keep work vehicles at a home address within a residential parking scheme area may also be eligible for these permits.
Resident and visitor parking permits
- Resident and visitor permits are issued as paperless
electronic permits. This means that you will not receive a
physical 'paper' permit to display in a vehicle.
The council's Civil Enforcement Officers will be able to see if a vehicle parked in a permit area is registered for a permit by checking the vehicle registration number on their handheld device. - Details of the streets where your permit is valid including times and days when restrictions apply, will be shown on your My Kirklees Account .
- Details of your visitors' vehicles will be managed by you through your My Kirklees Account. You must input the registration number of your visitors' vehicles into the online form within your MyKirklees permit section. You can change a visitor vehicle registration number when you need to.
- If you have frequent professional visitors, for example from a care company, they can contact the council for advice on obtaining their own special residential permits. For more information see: Parking permit types
- Residents with more than one vehicle will be required to purchase a resident's parking permit for every vehicle parked on the highway in the permit area.
- If you change your vehicle, you can amend your resident permit details using your My Kirklees account. You can only make one change per permit within the 12 month permit period. If you have to change your vehicle details again within the same period, you must apply for a new permit.

Applying for a permit
You no longer need to send in your proof of residency if you are named on your Council Tax bill. By making this application you are authorising the council to check your details against the Council Tax records. If you are not registered for Council Tax please provide one of the following: - A current tenancy agreement (signed and dated)
- One utility bill (within the last 3 months and showing the address details)

Proof of vehicle ownership
Please provide one of the following: - A VQ5 document (when applying for your vehicle)
- A current vehicle insurance schedule (this must show the name and address of policy holder and vehicle registration number)
- Proof of company vehicle and authorisation to be kept at the property
- A visitor permit must be used by a bona fide visitor and should not be used for any other reason.
- Supplying an incomplete application or insufficient supporting document may delay your application.
- A permit is the property of the Council and may be withdrawn at any time at the Council's discretion.
- The permit is valid only for the area(s) and times shown on your virtual permit details.
- A permit is not a guarantee of a parking space.
- A Penalty Charge Notice (parking fine) may be issued for any parking contravention or for any suspected misuse of a permit.
- A vehicle registration number allocated to a resident permit may be permanently changed once during the annual validity of that permit. There is no charge for this change. For more than one change, a new permit must be purchased.
- For a temporary change of vehicle, for example use of a courtesy car, please contact parking.permits@kirklees.gov.uk
- No refund will be made if a permit is no longer required or if cancelled by the Council, or if the Council believes the permit has been used fraudulently.
- Any note or notice displayed in the vehicle by a resident or driver will not be considered as a valid permit or permission to park, or treated as if it were a permit, and a penalty charge notice may be issued to the vehicle.
- The Council reserves the right to automatically apply an inflationary increase to its published fees and charges each financial year. This increase will be rounded up or down where appropriate.
- The Council may use the information you have provided to prevent and detect fraud. It may also share this information for the same purpose with other local authorities and organisations that handle and protect public funds.
Parking permit costs
- Resident Permit: £36.05 per permit
- Visitor Permit: £61.80 per permit (limited to 2 per household / property)
- Households that have a valid Kirklees Passport, will be entitled to 30% discount per permit.
Each permit is valid for 12 months from the date of issue.
Apply for a resident or visitors permit
To apply you will need
- A My Kirklees Account . If you do not have one, you can register for one with a valid email address.
- A valid form of payment for example credit or debit card. Payment must be made in full for each permit.
- Your Kirklees Passport number, if you are a Kirklees Passport holder.
- Please note - when applying for a resident permit you will need to provide proof that the vehicle is registered at the permit address and the registered keeper lives at the same address.
Proof of residency:
The council is authorised to check your details against the Council Tax records. Your Council Tax number will be required.
If you are not registered for Council Tax please provide one of the following:
- A current tenancy agreement (signed and dated)
- A utility bill or bank satement (within the last 3 months and showing the address details)
Proof of vehicle ownership
- A VQ5 document (when applying for your vehicle)
- A current vehicle insurance schedule
- Proof of company vehicle and authorisation to be kept at the property

Apply for a resident or visitors permitAfter you've applied
- You will receive an email to let you know when your permit application has been approved. Please allow up to 10 working days for approval if we require further information.
- You can view, amend, purchase new permits and cancel permits by logging on to your My Kirklees Account .
- You will receive an email reminder when your resident or visitor permits are due to expire.
