Case ID: IIA-621503642
Date of assessment: 19/12/2024 08:29:06
Lead officer: Laura Drew
Strategic directorate: Public Health & Corporate Resources
Directorate: Heads of Service Direct Reports
Service: Health Protection
What is being assessed: A policy
Outline of the proposal and the overall aims/purposes:The policies outline the kirklees council procedures for a response to a threat (linked to terrorism /extremism/ vendetta / other personal agenda) within or external to kirklees council buildings (both those that are publicly accessible and those that are not). This includes template messages. This is being revisited now due to changes to the systems in the Council regarding these issues as well as review dates being triggered under general maintenance procedures. Invacuation: An invacuation is essentially the opposite of an evacuation. It is utilised when the danger is outside and needs to be avoided. Everyone is kept within the building or on the premises and then prevented from leaving. Run, Hide, Tell: is a guidance plan for what to do in the event of an attack: Run: Run to a safe place. This is better than surrendering or negotiating. Hide: If there's nowhere to go, hide. Turn your phone to silent and turn off vibrate. Barricade yourself in if you can. Tell: Call the police when it's safe to do so. In the UK, call 999. This IIA covers both staff and visitors at the site. Staff and visitors will not be managed under this document in a different way. The way they are managed and expected to act under this document is the same.

This is a generic response procedure developed to be followed by all in a kirklees council building regardless of disability. Emergency procedures will be in place (As per fire procedures if evacuation is needed) to assist anyone with mobility related issues in the event of an evacuation where lifts are out of order. Pop-up warning messages will be as per the setting of the persons usual computer (i.e., visual for those with hearing related disabilities and verbal for those with sight related issues). Regarding neurodiversity, sensory impairment, mental health etc these are considered by having different media for warnings such as run/hide/tell and Invacuation re: verbally spoken coming from devices and flash up for written versions of this. Further to this the testing of these procedures will occur regularly to help those with mental health issues, neurodiversity, etc get used to the procedures and the feelings around engaging with these.
