The Terrorism (Protection of Premises) Act 2025 , also known as Martyn's Law, introduces new legal duties for certain premises and public events to enhance their preparedness for and protection against terrorist attacks.
The Home Office has released a short Martyn's Law explainer video designed to educate viewers on the scope and requirements of the new Terrorism (Protection of Premises) Act. This easy-to-follow animation is intended to help those responsible for premises and events understand the conditions of the Act and what it will involve should they fall into scope.
Who the Martyn's Law applies to
The law applies to premises and events that meet specific capacity thresholds and conduct qualifying activities. These are divided into two tiers:
- Standard Duty: For premises/events with a capacity of 200-799 people
- Enhanced Duty: For premises/events with a capacity of 800 or more people
Note: Public events are only covered if they meet the 800+ capacity threshold.
Local implementation in Kirklees
Kirklees Council has established a multi-agency community group to support the implementation of Martyn's Law. This group focuses on:
- Engaging with businesses and community groups
- Producing a quarterly newsletter
- Providing toolkits and training opportunities
- Offering advice and support for implementing the new duties

Publicly Accessible Trauma Kits (PAcT Kits)
To enhance community resilience, PAcT Kits are available across Kirklees. These kits are designed to help manage traumatic bleeding incidents until emergency services arrive.
Contents of a PAct Kit
Each kit typically includes:
- Trauma wound dressings
- Tourniquets
- Bandages
- Disposable gloves, glasses, and face masks
- Face shields
