Statement about Assent Building Control Ltd
Assent Building Control Ltd, which operates through the Registered Building Control Approvers (RBCAs) Oculus Building Consultancy Ltd and LB Building Control Ltd, has informed us that it is undergoing an insolvency process.
As a result, Assent has cancelled Initial Notices for over 180 projects and is no longer able to fulfil its role as an RBCA.
What you must do
Applicants must take one of the following actions to ensure continued compliance with building regulations:
- Submit an initial notice reversion application to Kirklees Council, allowing the local authority to assume responsibility for building control oversight.
- Or, transfer the project to another RBCA within 7 days of the cancellation notice to maintain continuity under private building control.
- Complaints about the conduct of any RBCA should be directed initially to the Building Safety Regulator, and if necessary, escalated to the Ministry of Housing, Communities and Local Government (MHCLG).

- The responsibility for managing reversions from RBCAs is a statutory duty of local authorities.
- Matters relating to the trading status of the RBCA or any fees previously paid fall outside the remit of the local authority.
- Complaints about the conduct of any RBCA should be directed initially to the Building Safety Regulator, and if necessary, escalated to the Ministry of Housing, Communities and Local Government (MHCLG).
