What is a Kirklees Passport?
The Kirklees Passport is a council-run discount scheme which is administered by Kirklees
Culture and Leisure Services. It incorporates discounts from other services, thus
making it a corporate scheme.
Who is it available to?
The Kirklees Passport is available to:
- Residents of Kirklees who receive or who are directly dependent on someone who receives certain benefits.
- Residents of Kirklees who are registered blind, or partially sighted, or deaf, or who are named on the wheelchair users' database.
- Residents of Kirklees, aged 16 and over, who are full-time students.
How many kinds of Kirklees Passport are there?
There are two types of Kirklees Passport - Priority and Access.
Who can get a Priority Passport?
The Priority Passport is available to Kirklees residents, aged 3 and over, who receive or
who are directly dependent on someone who receives one or more of the following:
- Income Support
- Jobseekers Allowance (income-based)
- Guaranteed Pension Credit (not Savings Credit)
- Council Tax Benefit
- Housing Benefit
- Working Tax Credit with Child Tax Credit
- Working Tax Credit which includes a disability element
- Child Tax Credit Only
Note: your Tax Credit award must be based on annual earnings
which entitle you to full NHS exemption. The qualifying amount for earnings in
the 2007-8 tax year is £15,050.
Who can get an Access Passport?
The Access Passport is available to Kirklees residents who receive one or
more of the following: Please note that only some of these categories allow for
"dependents".
- Jobseekers Allowance (contribution-based)
- Incapacity Benefit (not Statutory Sick Pay)
- Severe Disablement Allowance
- Disability Living Allowance
- Industrial Injuries Benefit
- Attendance Allowance
- Carer's Allowance
- War Pensioners Disablement Benefit
It is also available to those who
- Are full-time students (must be aged 16 or over and are eligible even if they are resident in Kirklees in term time only)
- "Sign-on" at the Jobcentre for NI Credits
- Are blue badge holders
- Are registered blind or partially sighted or deaf - or who are named on the wheelchair users' database.
How much does a Kirklees Passport cost?
The Priority Passport costs £2.00 for an adult and £1.00 for a child.
The Access Passport costs £3.00 for an adult and £1.50 for a child.

What do I need to show when I apply?
- You will need to show up-to-date proof that you receive benefit or that you are directly dependent on your spouse/partner/parent's benefit.
- You will need to provide a passport-sized photo - but if you don't have one you can buy a set of 4 photos from the issuing centre when you apply for your Passport (only available at Huddersfield KIP, Dewsbury KIP and Marsden KIP).
- If you want the additional free parking disc you need to show that you are the registered keeper of the vehicle, therefore please show your vehicle registration document.
Is there extra help for the disabled?
If you have either a Priority or Access Passport and you receive either
- The high or mid care component of DLA
- Attendance Allowance
- You are registered blind
you can ask for a "+1" sticker to be placed on you Passport. This
will enable someone to accompany you, free of charge, to certain arts events, concerts and sporting activities.
