The Kirklees Development Plan consists of the Kirklees Local Plan and, in applicable areas, the Holme Valley Neighbourhood Development Plan.

Planning applications must be determined in accordance with the development plan unless material considerations indicate otherwise.

Kirklees Local Plan

The Kirklees Local Plan was adopted on 27 February 2019. It comprises the strategy and policies document, allocations and designations document and associated policies map. Site reference numbers used in the draft plan were changed on adoption and the council has produced a guide to the changes made to site reference numbers in the adopted Local Plan. Holme Valley Neighbourhood Development Plan

The Holme Valley Neighbourhood Development Plan (HVNDP) covers the Holme Valley Parish Council area including the area within the Peak District National Park and was successful at referendum on 4 November 2021. The Neighbourhood Plan was subsequently made (brought into force) by Kirklees Council on 8th December 2021 and by the Peak District National Park Authority on 10th December 2021.

The HVNDP comprises the policies document and associated designations. The HVNDP divides the neighbourhood area geographically into eight Landscape Character Areas where different policy considerations apply. The HVNDP designates four sites as Local Green Space and identifies individual buildings and structures to which new policy relating to their value as heritage assets now applies. Previous Local Plan consultations, examination and adoption information

Prior to submitting our Local Plan, there were a number of consultations on the emerging Local Plan. There were public hearings as part of the examination of the Kirklees Local Plan. After these the appointed inspectors invited the council to consult on a list of Proposed Modifications (October 2018) to make the plan sound and/or legally compliant. The council then received the inspector's report.
