Proposed options for further consultation - Kirkburton area

Option 1 - no change to the existing parish arrangements

Our view:
  • The external parish boundary remains largely unchanged (save for the minor boundary changes proposed below) and we should try to make sure that councillor representation is more equal across the parish area.
  • Currently there does appear to be a disparity in relation to councillor representation and some respondents feel their area is disadvantaged as a result.

Option 3 - the dissolution of the existing Kirkburton Parish Council and the establishment of two parish councils in its place

  • One parish council to be established covering the current parish council wards of Shelley, Kirkburton, Shepley, Thurstonland and Farnley Tyas
  • Feedback also suggested that this option would better reflect natural community identities.

  • We received feedback that the current parish council is too large to effectively represent all of its villages, and that there are tensions between the competing interests of different communities within the parish council area.
  • A second parish consisting of the remainder of the existing Kirkburton Parish Council area, i.e. covering the current parish council wards of Kirkheaton, Lepton, Lepton, Whitley Upper and Flockton.

Option 4 (we do not support this option) - the dissolution of the existing Kirkburton Parish Council and the establishment of two parish councils in its place

  • One parish council to be established (Shelley Parish Council) covering the current parish council ward of Shelley.
  • A second parish consisting of the remainder of the existing Kirkburton Parish Council area.

Our view:
  • This suggestion would result in a loss of precept for the larger of the two new parish councils and the smaller of the new councils would have a very limited income potential.

Additional changes we recommend

Regardless of which of the above options is chosen, we support the following proposed minor boundary changes, and welcome your views on this:

  • Residents in Thurstonland are currently split between Holme Valley Parish Council and Kirkburton Parish Council - these people have a shared sense of community, so it is appropriate for all the residents to be represented by a single parish council. This would mean a small number of electors (about 80 people) moving to Kirkburton Parish Council.
  • This alteration would require a consequent change to the Kirklees district ward boundary between the wards of Holme Valley North and Kirkburton. We welcome comments on this proposed change.
  • We welcome comments on this proposed change.
  • Alter the ward boundary between Lepton, Lepton and Whitley Upper
