Review of parish and town councils in Kirklees

What happens next?

Following the approval of the proposals and additional recommendations by full Council, Kirklees Council will:
  1. Start formal procedures to enable changes to come into effect at the next parish council elections (anticipated May 2011). This requires the Council to make a formal reorganisation order to implement the parish boundary changes, followed by representation to the Electoral Commission for consequential changes to district ward boundaries. Once the Electoral Commission has given approval (anticipated December 2010), the relevant changes to the electoral register will be made.

  2. Begin discussions with the 5 parish and town councils about the additional recommendations to improve effectiveness of community governance arrangements in Kirklees.

About parish and town councils

Parish councils are the most local level of elected local government. They are legal bodies which represent the interests of their community and are funded through a charge added to council tax bills (called a 'precept'). Parish councillors are unpaid and are elected for a four year term. Many parish and town councils are involved in planning, promoting tourism, licensing, management of town and village centres and providing community halls.

What's the purpose of the review?

The purpose of the review is to work out if the parish and town councils:


  • reflect the identities and interests of the community in their area
  • are effective
  • are convenient

The review can make recommendations, such as:


  • creating, merging or abolishing parishes
  • naming new parishes
  • changing the electoral arrangements for parishes
  • changing the grouping of parishes
