Neighbourhood Management (NM) is a joined up approach for improving services and narrowing the gap between
our most deprived areas and the rest of Kirklees. It enables residents and service providers to work together
to improve and join up services to deliver better outcomes for local people and make services more responsive
to the needs and priorities of local residents.
The NM team, along with Community Support Services and the Safer Communities Unit is part of creating safer,
stronger communities, and works in partnership with various organisations, including other council
departments, local ward councillors, health services, the police, communities and voluntary organisations to
identify neighbourhood priorities and develop solutions to address these issues.
The work of the NM teams is linked to the agreed outcomes of the
Local Public Sector Boards (LSPBs) (external site),
which are made up of senior managers from the council, police, health services, local ward councillors and
voluntary and community organisations. There are four Local Public Service Boards (LPSBs), one for each of
the following themes:
Safer, stronger communities
Children and young people
Adults and healthy communities
Regeneration and sustainable development
The LPSBs work to deliver the
Local Area Agreement (LAA) (external site)
which represents a radical new approach to improve coordination between central government and local
authorities and their partners.
By working through the LPSBs, we will ensure that all key partners are involved in developing coordinated
and ambitious activities, which will enable mainstream services to better meet needs in our 4 target areas.
These activities will also add value to existing work and bring services and communities together, leading to
sustainable improvements in the NM areas and throughout the rest of Kirklees.
Neighbourhood Management Target Areas
Kirklees has been allocated £1.6 million Neighbourhood Element Funding as part of its overall Safer
Stronger Communities allocation from Central Government. This funding has been approved to develop a
neighbourhood management approach in the most deprived areas of the district which are not already covered by a
NM approach. The 4 NM priority areas are:
Batley (including parts of Manorfield, Carlinghow, Healey and Batley Carr) and
Fieldhead Estate
Dalton, Rawthorpe and Hillhouse
Deighton Brackenhall Initiative (including parts of Brackenhall, Deighton, Riddings
and Sheepridge)
Dewsbury West (including parts of Ravensthorpe, Crackenedge, Pilgrim Farm, Becketts
and Crow Nest Park) and Chickenley (including Walnuts and Cedar Estate).
Although the main focus of NM activity will be in the above areas, the lessons learnt and good practice
developed through this work will benefit the whole of Kirklees.
Neighbourhood Partnership Boards and Action Groups are operating in most of the areas identified above.
These groups, comprising key public, voluntary and community sector agencies, residents, councillors and the
NM team, meet regularly to discuss priorities, how services can be improved and how Neighbourhood Management
is making an impact in their area.
These groups also consider how to invest a small leverage budget in order to meet local needs, priorities
and outcomes which are sustainable, make an impact and generally improve the area.
