The Childcare Act 2006 requires Local Authorities to take a strategic lead to comply with statutory duties to ensure:
There is sufficient childcare available for working parents and those parents training to enter work
There is sufficient childcare for every child to access their entitlement to free early education and care
To underpin this work, the Childcare Act 2006 states that a Childcare Sufficiency Assessment must be published, refreshed on an annual basis, and fully re-written every 3 years.
Childcare Sufficiency Assessments are in essence local childcare market research and analysis documents intended to support Local Authorities to identify priorities and manage local childcare markets. Making this information available helps enable the childcare market to manage itself and reduces the need for Council intervention.
Effective childcare markets contribute towards the Council's priorities for improving the life chances for young people (improving outcomes and reducing poverty), leading Kirklees out of recession and ensure services which are effective and productive.

The first Childcare Sufficiency Assessment for Kirklees took place during 2007 and was published in March 2008. Updates and supplements were published in 2009 and 2010.
