Councillors (or members as they are known) have to comply with a code of conduct. If you think that they have done something which is in breach of that code, you can make a complaint to the Kirklees Council Standards Committee.

The Standards Committee comprises of:
  • 5 Kirklees Council members
  • 4 Independent members
  • 3 Parish Council members

The Chair of the Standards Committee is Mr Phil Marshall, an independent member.

The Standards Committee's role, among other things, is to assess and if necessary investigate and determine any complaints made about members. There are strict regulations setting out how they do that, which are based on statutory provisions. This is to ensure that complaints are dealt with fairly.

Revised Terms of Reference of the Standards Committee.

The membership of the Standards Committee is:
Kirklees Councillors
Councillor Christine Smith (Cons)
Councillor Nigel Patrick (Cons)
Councillor Ken Smith (Labour)
Councillor Derek Hardcastle (Green)
Councillor D Ridgway (LibDem)
Independent Members
Mr Derek Binns
Mr Jeff Jacklin
Mr Phil Marshall (Chair to 31 July)
Mr Paul Blythe (Chair from 1 August 08)
Rev Mike Roberts
Parish Councillors
Cllr John Nottingham (Mirfield)
Cllr Margaret Barlow (Denby Dale)
Cllr. Charles M. Kaye (Holme Valley Parish Council)

The Standards Committee is also responsible for considering complaints about co-opted members and parish councillors of Denby Dale Parish Council, Holme Valley Parish Council, Kirkburton Parish Council, Meltham Town Council and Mirfield Town Council.

If you want to make a complaint, you need to complete a complaints form and send it to the Council's Monitoring Officer who will start the formal process. Alternatively, you can speak to the Monitoring Officer if you are unsure whether this is the right process for you to follow.
