Forward Plan of Key Decisions

Richard Farnhill - November 2008
richard.farnhill@kirklees.gov.uk

The council introduced new decision making arrangements for 2002 and most decisions which were previously taken by committees are now taken by an Executive (consisting of a number of Cabinet members).

The Leader of the Council is responsible for producing a Forward Plan detailing key decisions which are to be taken by the Cabinet, individual members of the Cabinet, officers of the council or under joint arrangements. The Forward Plan also records details of those plans, policies and strategies which have to be presented to a Full Council meeting for approval.

Key decisions are broadly those which are likely to result in significant expenditure or savings of £250,000 or more or are likely to have significant effects on those living or working in an area comprising of two or more wards.

The Forward Plan is prepared on a monthly basis and contains details of the key decisions to be made for the four month period following its publication, including the date on which each decision is due to be taken, who is going to be consulted and how representations can be made.

The law and the council's constitution also provide for urgent key decisions to be made. Advance notice of such items will also be published on this site.

The first forward plan came into effect on 01 May 2002. The next four editions will be published on:-

  • 19 December 2008
  • 19 January 2009
  • 16 February 2009
  • 18 March 2009

For ease of reference, all of the entries within the Forward Plan are broken down and allocated to the portfolios of the Cabinet members. Items for the council meetings are also shown in this list.

The Forward Plan is available for public inspection in the Decision Support Unit. The unit also retains the earlier editions of the Forward Plan for information and reference.

Each plan contains a brief list of the documents and information already submitted to the decision takers for consideration in relation to the key decision(s) set out. Other documents and information may also be submitted.
