The council is committed to improving services delivered at a local level.  One way of contributing to this is by aligning council services and key partners so that they can operate together more effectively in our seven localities across Kirklees.

The three goals of locality working

  • Better common understanding of place and priorities within each locality
  • Better and more co-ordinated engagement of residents and councillors in developing responsive, locally sensitive services and investment to shape those places
  • Services and partners working better together to improve life for residents.
One of the benefits of locality working is more interaction between front line staff working in localities.  We recognise that this already happens in some localities and between some services but through locality working we can better support staff to be creative in solving the issues they face and improve the service they deliver.

Council services and locality champions

All council services are committed to locality working.  Key services are planning and developing their approach to locality working and many others have invested a lot of time and effort into making it happen.

Each of these services has identified a locality champion to help them promote and communicate locality working across their service area.  They are responsible for promoting joint working and making sure their service communicates with partners across the localities.

Locality leads

Each of these services - and our key partners the police, health and fire services - have identified locality leads.  The locality leads meet to increase their mutual understanding of each locality, of the work of other services and how they engage with residents.  They are at the forefront of helping their service deliver locality working.  Your locality champion can give you the names of the locality leads for your patch.

Locality working is a strong priority for the council's political administration.  Cabinet member Councillor Andrew Palfreeman is also a leading member of the Locality Working Programme Board which is charged with making sure locality working delivers the three goals outlined above.

The board is working with councillors and services to develop locality plans, which will set out the ambitions and priorities for each locality.  These plans will influence your service plan and budget setting process, the Local Area Agreement and the Community Strategy.
