Privately owned empty properties are a wasted resource and where possible and practicable Kirklees Council will assist with bringing them back into use.

Empty properties can soon start to cause problems, especially if they are allowed to go into decline. With rotten windows and doors, overgrown gardens, and signs of abandonment, they can attract anti social behaviour, vandalism, litter, crime, vermin, drug dealing and squatters. They become "eye sores" and blight the lives of individuals, and communities and reduce the value of neighbouring properties.

Disadvantages to the owner and neighbourhood

  • The value of the property can decrease
  • The condition of the property will get worse
  • It may become occupied by unauthorised people
  • Insurance costs may rise
  • Can be affected by vandalism
  • There is one less house available to occupy
  • Become a focal point for illegal activity
  • Can have a negative impact on other properties, and reduce investment in the area
  • It could becIt could become the victim of arson, break ins and fly tipping.

Empty homes in Kirklees

We are dealing with immediate problems associated with empty homes such as security etc.

For properties that have been empty for over six month period, the council is looking at some of the worst properties with a view of working with the owner to bring them back into use.

Unfortunately the council is unable to pursue every empty home that is brought to its attention. However all properties will be inspected and prioritised with the worst properties dealt with first.

Each empty property will require its own solution, and the council would prefer that all properties are brought back into use via negotiation with the owners with the provision of support and advice. In very extreme circumstances it may be more appropriate to use enforcement action which may include:
  • Serving notice via the appropriate legislation
  • Empty dwelling management orders
  • Compulsory purchase
  • Enforced sale
