Structure of local authority:
A local authority in Kazakhstan is called an Akimat and the Chief Executive of a local authority is called an Akim. The Akims are direct representatives of the President of Kazakhstan. The Kostanai Oblast Akim, who is appointed directly by the President, appoints the Akim for Kostanai Town Akimat.

The democratically elected Council is called the Maslihat, which has 26 Deputies. The next local authority elections are in 2006. The Maslihat has the power to determine the budget of the town and represent the local people's views.

Functions of local authority:
The Town Akimat runs public services including education, culture, sport, social welfare, some health services, militia (police), architecture and building construction, communal services (waste collection and disposal, district heating), highways and some enterprises. The annual budget for the Town Akimat is 1299,000,000 Tenge.

From 1995:

There are exchanges of up to two students from both Kirklees and Kostanai each year. The students from Kostanai study at Greenhead Sixth Form College, Huddersfield and the students from Kirklees assist with the teaching of English in schools in Kostanai.

1996:

Project to advise Kostanai Education Department on establishing a printing service to produce educational materials.

1999 - 2000:
Energy efficiency project - a joint feasibility study to identify how energy efficiency in Kostanai could be improved, focussing on the large district heating systems, which provide heat for the majority of the buildings in the town of Kostanai.
