Structure of local authority:
The Municipal Council is elected for 6 years from majority lists in two
rounds of voting with a certain amount of proportional representation.
Those with an absolute majority are elected from the first round of voting
and those with a simple majority are elected on the second round. From
the list of losing candidates are elected several candidates who constitute
the minority opposition of the Municipal Council.
The Municipal Council elects the Mayor and the Deputy Mayors - which is
to say that it is the Municipal Council and not the general population,
which chooses the Mayor.
The Municipal Council consists of 55 Municipal Councillors, including
the Mayor, 16 Deputy Mayors with portfolios and 15 Municipal Councillors
with delegated powers.
Functions of local authority:
There are three main strands to the work of the Municipal Council of Besançon:
1.To look after the affairs of the Commune by the decisions that it takes.
2.To take decisions to direct the future life of the Commune.
3.To carry out all duties required of it by law.

or organisations in Kirklees:
Cultural, schools, university and club exchanges. Exchanges between Council
employees within the framework of the European Leonardo da Vinci programme.
