Kirklees Landlord and Property Accreditation Scheme

Housing Services - January 2008
landlord.accreditation@kirklees.gov.uk
The scheme was initially launched as a pilot project in Birkby and Fartown areas in South Kirklees. Further areas have been added on an incremental basis. Current areas of operation are:
  • In South Kirklees: Thornton Lodge, Lockwood, Paddock, Highfields and Crosland Moor; and
  • In North Kirklees: in partnership with the Dewsbury West Neighbourhood Management Pathfinder, Scout Hill, Ravensthorpe, Dewsbury Moor, Westtown, Eightlands, Ashworth and Flatts.
We are planning to mainstream and roll out the scheme in other parts of the Kirklees in 2007/08. Aims of the scheme are:
  • To raise standards of accommodation and management practices.
  • To help landlords and tenants undertake their respective responsibilities to each other and the community.
  • To improve community safety and reduce anti social behaviour.

  • Private Sector Housing Unit
  • Landlords

How the scheme works

Landlords apply to join the scheme and sign to abide by the agreed code of standards agreed by a steering group of landlords. They provide access to their properties for inspection. All properties are then visited and properties meeting minimum standards are accredited as 'commended property'. Properties with energy efficiency and better security provisions i.e. energy efficient boiler, central heating, double glazing are accredited as 'highly commended'. For more details see code of standards. If properties do not meet minimum standards then an improvement plan is agreed with landlords to bring the properties up to the required standards.

Membership of the scheme is open to all landlords with properties in Kirklees but until the scheme is rolled out and mainstreamed, we will only be able to inspect properties in the areas listed above.

Benefits for landlords

Benefits for landlords include:
  • Access to landlord's grants
  • Better access to council services
  • Landlord handbook
  • Certificates and membership card
  • Newsletters
  • Smooth tracking into mandatory and selective licensing and discounts
  • Discounted traders list
Landlords receive a membership certificate and membership card when all their properties reach the minimum standards or they agree an improvement plan for those properties not meeting the standards.
