English National Concessionary Scheme passes for disabled, blind or companion

Where do travel discounts apply with this travel pass ?
These passes allow free travel on buses and discounted travel on trains within the West Yorkshire area displaying the Metro Symbol, and in some parts of Greater Manchester and Lancashire.  Concessions vary, but generally, they come into effect from:
  • 9.30am
  • all day Saturday, Sunday and public holidays
How do I qualify for a travelpass ?

You can apply for a pass if:
  • your ability to walk is permanently and seriously impaired
  • you are registered blind or partially sighted
  • you are profoundly deaf
  • you are without speech or clear speech
  • you have a severe learning disability
  • you have been refused a driving license on medical grounds.  
  • you are without the use of both arms

You should complete the form and supply proof of residency. This can be:
  • A current gas, water of electric bill
  • Bank statement
  • Letter from the Benefits Agency
Return the proof, together with a passport sized photograph of yourself to a Gateway to Care.

How do I apply for a travel pass


You can get an application form for a travel pass from any Gateway to Care.  There is also a PDF version of the form which can be printed out.  You can also e-mail your request to us using the enquiry form on this web-page, and we will post an application form out to you.

You should complete the form, enclosed with a passport sized photograph of yourself and return it to a Gateway to Care.

Once your application has been approved, we will send you your travel pass.

If you are unsuccessful your photograph will be returned.

Do I need to be/or have been involved with a Specialist Service or have had Special Educational Provisions to be eligible for a bus pass ?
If there has been no previous contact with Specialist Services the Local Authority will normally seek independent medical advice, or check any register of people with disabilities which might be held by the applicant's local council.

What do I do if my pass is lost or stolen?
You need to complete a Replacement Bus Pass form, at any Gateway to Care.

Please note: The replacement Bus Pass application will be reassessed.

A further passport sized photograph will be required.

How long is my pass valid for ?
Your pass is valid for 5 years
