The Kirklees Parenting Support Forum (KPSF)

Kirklees Parenting Support Forum (KPSF) consists of a group of around 30 people who represent a range of council services, health services and the voluntary sector. This full group meet annually.

This group is split into 5 sub groups:

The overall aim of these groups is to work in partnership in order to facilitate the implementation of the Kirklees Family Support and Parenting Strategy (PDF 205kb).

Sub groups terms of reference

Commissioning Sub Group - Terms of reference

  • 'Any activity undertaken by organisations which is intended to promote the confidence and skills of parents in their role of parents' - Taken from the Kirklees Good Practice Guide and the Kirklees Parenting Strategy
  • To identify funding needs arising from the strategy and the action plan
  • To identify appropriate uses of the funding allocated to the Parenting Forum
  • To commission new work to take forward agreed priorities
  • To consider applications for funding and to make recommendations and decisions about approval
  • To seek out new sources of funding for parenting support
  • Prepare reports on how money is spent and with what results e.g. ensure that monitoring and evaluation systems are in place
  • To keep a check on amount of funding being allocated
  • A commitment from members to attend 6 meetings per year in person
  • A minimum number of members to make decisions about funding work with parents to be quorate.

Training Sub Group - Terms of reference

  • Devise and implement an annual training strategy based on identified need and KPSF Strategy
  • Monitor what training takes place, who attends and what happens as a result
  • Increase the numbers and scope of trainers available to deliver training across the range of programmes on offer, mapped against the Hardiker triangle
  • Take the lead in curriculum development, identifying from the range of approaches/programmes which might be preferred approaches in Kirklees.

Practice Support and Development Sub Group - Terms of reference

  • Explore the effectiveness of the current means by which those working with parents get support, and make recommendations for the future
  • Co-ordinate and streamline, where possible, the support structures for these engaged in parenting support
  • Take responsibility for devising an overall approach to evaluation, and ensuring its implementation
  • Take responsibility for reviewing a copy of the calendar of activity at each sub group meeting and have as a regular agenda item to discuss
  • Maintain oversight of the forum's resources bank, it's content and use
  • Promote opportunities for networking/practice development across Kirklees.

Strategy Sub Group - Terms of reference

  • Monitor implementation of the Kirklees Family and Parenting Support Strategy (including particular successes and challenges) and the sustainability of the work undertaken
  • Identify priorities for action for the forum on an annual basis
  • Procure the core funding for the work of the forum on an annual basis
  • Consider the implications for local practice of national initiatives (legislation, guidance, standards, research etc.) relating to parenting support
  • Champion parenting support in agreed strategic and operational forums, and raise its profile and the priority afforded to it.

The forum has links with the Children & Young People & Families Management Board. The Kirklees Family Support and Parenting Strategy is linked to the Children & Young People Strategy (PDF 564kb).
