Bin collections

How often your bins are collected

Whether you have a wheeled bin or a standard dustbin and liners your waste should be collected every week except at Christmas and New Year when revised arrangements will be notified. Your bin is provided to enable you to dispose of household waste. For properties that have a green wheeled bin this is collected once per month in addition to the grey bin. There are currently over 140,000 properties with green wheeled bins where material is collected for recycling. Garden waste and bulky household waste is collected separately.

Presenting your wheeled bin on a morning

If you have wheeled bins you should wheel your bins to the agreed presentation point, usually at the edge of your property before the crew arrives. To be certain of collection the bin should be out by 7:00am. Please return your bin to its storage point as soon as possible after it has been emptied. If you are ever unable to wheel out the bin and think you may qualify for assistance with collection.

What to do if your green bin is contaminated

Remove items which can be identified on the contamination sticker which should have been placed on your bin. Once removed you can present your bin on the next programmed collection day, which will be indicated on your bin sticker.

If the bin men didn't empty your bin, when will they come back to empty it? Should you leave it out overnight?

If the bin wasn't missed for any particular reason, but was simply an oversight, we will return as soon as possible. Householders may take the bin back in and present it again the next day, but it is their choice. If the bin was not presented we will return if possible. There are no target times for non-collection where the reasons are beyond the council's control. In these cases wagons will return as quickly as possible that week, up to and including Saturday morning.



If the bins in your street were not emptied because of roadworks, parked cars or other reasons: when will the wagon come back and should you leave your bins out?

It is not possible to give a target date for getting back to non-collections when the reasons are beyond the council's control.

However, every effort is made to return during the same week, up to and including Saturday morning. The success of this depends on whether enough resources are available and how difficult the access is - a smaller vehicle will be put on the job where possible, but if all the smaller vehicles are already being utilised elsewhere it may not be possible.

Under these circumstances customers are advised to bring their bins back in and keep re-presenting them every day until they have been emptied.

Excess rubbish

Why crews don't take away excess waste when emptying wheeled bins

Council policy is that excess waste is not taken alongside wheeled bins for two reasons:
  • If there was no limit on the amount of waste collected it may cause rounds to have to travel to the tip more often and this would lead to them not being able to complete their daily workload.
  • We would like people to think about waste and in particular think about producing less waste. By taking away everything everybody produced all the time we would be giving a dis-incentive to householders to think about waste minimisation.


Why some crews will take excess rubbish and some won't

If the crews know that they can fit extra waste in the wagon without having to tip it more often and they know they can complete their daily workload they may do so.

Assistance with your bins

Who qualifies for assistance with refuse collection and what help is available

People who are infirm, or have a medical condition or disability, restricting their ability to wheel out the bin for collection.

We offer the service, even if the need is only temporary. The service is not available if there is an able bodied person living at the address.

Those who qualify will have their refuse collected by the refuse collectors. If on wheeled bin assist the bin will be returned.

On the assisted service scheme, what you should do if your bin is not collected

Do not try to put the bin out yourself, or ask anyone else to do it. Let us know that you are unable to present your bin. The refuse collectors should return and empty your bin for you.

On an assisted property, should the bin men only remove the liners from the wheeled bins, or are they supposed to wheel out each bin?

The bin men are supposed to wheel each bin out to the vehicle. However, human nature being what it is, the bin man will sometimes save a bit of time and effort and lift the bags out. This is fair enough, providing it does not jeopardise health and safety rules, of which the bin men are aware.

Other issues

I pay my council tax and the only thing I get for it is the dustbin service! Why should I bother paying?

A large part of the funding for refuse collection comes from income generated by Environmental Waste Services, not from the council tax. Approximately 45p per property per week comes from the council tax. The rest of the money raised from council tax is used to help pay for other services provided by the council, such as education and social services.
