Guidance for delivering the Free Flexible Entitlement (FFE)Helen Dearden-Briggs - May 2009helen.dearden-briggs@kirklees.gov.uk
In 2008 Kirklees Council was selected to be one of the first local authorities to offer parents the option of accessing more free early
learning and care hours for 3 and 4 year olds.
Many early years settings in Kirklees now offer 15 hours for 38 weeks of the year, an
increase of 2½ hours each week. Some early years settings are also offering the option for parents to use their free entitlement
more flexibly to suit work, training or other family commitments.
Kirklees Early Years Service will continue to support providers who are struggling to deliver the extended entitlement through proactive help, support and guidance.
Articles issued to communicate with providers:
To celebrate the success of the project and highlight new areas of interest with providers a series of three partnership events took
place in March 2009. The events were also beneficial to those providers keen to start offering 15 hours and flexibility from September
2009, particularly the networking opportunities and case studies.
