Kirklees Adult Social Care Local Account

The Local Account for Kirklees Adult Social Care is an important part of Kirklees Council's commitment to be transparent with local people about what we do and spend. This document is just one of the ways we can do this, and is a significant step in providing residents with information on how their local adult social care services have performed over the past 12 months; it also highlights the challenges and priorities for the next year.

Last year, which was the final year of the Care Quality Commission monitoring of social care services, we were assessed as "Excellent"in the delivery of services and in the achievement of successful outcomes for local people.

We have continued to improve the quality of our services this year against the backdrop of some of the most difficult financial challenges the council has ever faced. At the same time, population statistics show that people are living longer and often with more complex health conditions, therefore the demand for social care services continues to grow. With this in mind, it is important that we are in touch with what people who use services, carers and their families see as important, and that we are responsive to these needs. This Local Account has been built around improving outcomes for people in Kirklees and we believe that we have set ourselves some challenging goals for the next year.
The Local Account compliments the new Adult Social Care Outcomes Framework (ASCOF) which is used to measure the performance of our adults social care departments.

What are performance indicators?

Performance measures allow us to assess how well a particular council service is working against targets and previous performance, planned actions and objectives, and other authorities.

Along with other sources of information and intelligence, performance measures look at the things involved in providing a service that are important to the council, its staff, people who use our services and carers. They help us to be clear about what we are trying to achieve and providea way of checking our success in meeting our targets. They also allow us to measure our performance over time to see whether services are improving or getting worse, and whether we are providing the right services to the people who need them.

How can performance measures help?

Performance indicators help to improve the services people receive by:
  • helping councils to develop ways of managing their performance
  • allowing councils to compare their performance with others - we should compare ourselves with the best and strive to be the best!
  • contributing to the Government's objectives and priorities by providing useful information
  • ensuring that social care issues are taken into account in Organisational Performance Plans
  • helping councils to improve services to the public through better use of information and through evaluation of their own performance
  • ensuring that local government promotes better Adult Services that contribute to community and individual well-being.

How else do we assess our performance?

Performance indicators help to improve the services people receive by:
Performance measures do not provide a full picture of how well a service is performing and must only be considered as part of a broader set of performance information about Adult Services - such as outcomes, service user experience, carer experience, cost of services and information obtained through inspections, either by our own staff or by external bodies. We therefore treat performance measures as a starting point for exploring our performance more fully. We also need to interpret the indicators carefully - on their own they rarely provide a sufficient basis for making judgements and decisions.

What about performance measures for Adult Social Care Services?

As of March 2011, the Government has developed an outcomes framework for adult social care containing a number of performance measures. The framework is not a national performance management tool - there are no national targets set against any of the measures. Instead, councils are encouraged to work at a local level and with other authorities to assess how well they are doing. The measures act as the foundations for such comparisons and benchmarking exercises.

Our performance measures are structured to reflect the Government's Adult Social Care Outcomes Framework. The four domains are:
  • Enhancing quality of life for people with support and care needs,
  • Delaying and reducing the need for care and support,
  • Ensuring that people have a positive experience of care and support,
  • Safeguarding adults whose circumstances make them vulnerable and protecting from avoidable harm.
Aside from the measures developed specifically for each domain, we use a range of local indicators to contribute to a full picture of performance, our efficiency and our ability to meet need.

Why do Adult Social Care Services have them?

Best practice and continuous improvement means that every local authority must strive to provide services that are cost effective, efficient and that meet high standards. To do this councils have to develop local performance measures, publish their performance and show how they compare at a local and national level.

The Adult Social Care Outcomes Framework also encourages all public service managers to develop their own performance measurement systems, and to make performance information accessible and transparent.

Service users and carers need to be enabled and empowered to make well-informed choices about their care and to challenge and hold services to account. Local providers and commissioners of services need be able to judge their quality and that of others, and support continuous and inclusive improvement.

How do they affect me as a resident of Kirklees?

It is important that local people know how well Kirklees Council services are performing. Performance measures help us to be accountable to local people for the services we provide, by giving an indication of success and improvement from the inputs and outputs of a particular area of provision, as well as capturing the outcomes and perceptions of the beneficiaries of the services.

Our Performance Management Framework also provides a way in which we can work with local people to question how we provide services and how well we perform in comparison to other authorities within the region and nationally.

From 2011 onwards, Kirklees will publish a Local Account. It is intended to let residents know how well adult social care has performed, and is an opportunity for Councils to make more information available to their residents on their successes, challenges and priorities. The Care Quality Commission (CQC) have withdrawn their system of annual inspection of adult social care departments, and it is now the responsibility of the council to provide an account of their performance on an annual basis.

Where does our information go?

Performance information and measures come from several Statistical Statutory Returns that we must complete and return to the NHS Information Centre during the course of each financial year.
