Team Description:
The Kirklees Anti-Social Behaviour Unit (KASBU) was established in July 2003 as a Partnership response to addressing the anti-social behaviour perpetrated by individuals, groups of individuals and families in Kirklees with an emphasis on developing an early intervention process in order to try and keep adults, juveniles and their parents out of the Criminal Justice system.
The unit comprises officers from Kirklees Safer Communities, Education Access, Environmental Health and Youth Offending Team, and West Yorkshire Police.
- In 2005 the Partnership and unit were awarded "Together" accreditation by the Home Office
- In 2007 the Partnership and unit were awarded "RESPECT" accreditation by the Home Office
- In 2008 the Partnership and unit were awarded "Challenge and Support" accreditation by the Department for Children, Schools and Families (DCSF)
Kirklees Safer Communities Partnership Anti-Social Behaviour Protocol
In 2003 the first Partnership ASB protocol was established in Kirklees which has been amended, consulted on and updated every year since in order that new legislation and processes are available in Kirklees
Support to Residents, Communities, Elected Members and MP's
KASBU supports residents, communities, elected members and members of parliament in Kirklees through offering extensive advice, guidance and support through liaison with partnership services. All requests are logged on to an enquiries database and issues are signposted to all relevant and appropriate services and agencies which includes Neighbourhood Management Groups, Neighbourhood Police Teams and Community Safety Officers.
KASBU has developed a Partnership Information Pack that includes a menu of interventions available to residents from partnership services.
KASBU support Partnership services with the distribution and support for the compilation of behaviour diary record log sheets.
KASBU is developing a Volunteering programme to support residents and their communities through one on one face to face support in order to address the issues of concern through access to partnership services.
KASBU attends and supports Partnership Road Shows, School Open Days and Community Events in order to support residents, young people and partners in regard to the work of the partnership and unit in addressing anti-social behaviour in Kirklees.
Support to Partners
KASBU supports partners in Kirklees through the development and establishment of partnership policies and processes including the ASB protocol which is amended and consulted upon annually in order that it reflects both current practice in Kirklees and all relevant legislation
KASBU further supports partners through the reception of referrals for individuals, groups of individuals and families who are allegedly perpetrating anti-social activities in Kirklees
KASBU hosts the weekly Partnership ASB Intervention meeting where decisions for both early intervention and legislative actions are taken with the early interventions delivered at Police Stations in Kirklees the following week.
KASBU also hosts the Partnership monthly RESPECT Steering Group meetings where strategic corporate performance policy and procedures, quarterly and biannual government and partnership returns and section 17 responsibilities as well as supporting current partnership developments.
