English National Concessionary Scheme passes for disabled, blind or companion for the over 60's

Senior passes for bus and train travel

Anyone who is of state pensionable age and over in England can get free off-peak travel on buses anywhere in England (Concessionary Bus Travel Act). And if you're a West Yorkshire resident you can also get off-peak train travel within West Yorkshire for just 50p.

Concessionary Travel Pass changed to mirror the state pension age. This means the earliest date you can get your Pass depends on when you were born. If you were born on or after 6 April 1950, your eligibility date will be later than your 60th birthday. For men the eligible age is the pensionable age of a woman born on the same day. The disabled person's pass

The Disabled Person's Pass and the Blind Person's Pass entitle the bearer to certain concessions on travel through West Yorkshire.

The Disabled Person's Pass entitles you to free, off-peak travel on buses throughout England.

Off-peak in most areas is:
  • 9.30am Monday to Friday
  • All day at weekends and bank holidays.
Please note that this concession cannot be used on certain special bus services, excursions, tours, private hire vehicles, schools and works contract services, and services for which you need to pre-book.

For West Yorkshire residents, your Disabled Person's Pass also entitles you to off-peak train travel within West Yorkshire for just 50p.

The 50p fare is:
  • For a single journey within West Yorkshire which can be a single stop or from one side of the county to the other e.g. Marsden to Ilkley
  • 9.30am Monday to Friday
  • All day at weekends and bank holidays
  • Not extended to unlimited travel
Return fares can usually be purchased at a cost of £1.00.

For cross boundary services, 50p covers the part of the journey from the starting point to the last stopping station in West Yorkshire. Please ensure that you pay the fare for the complete journey before setting out or you may be liable for the cost of a full adult fare.

Are you eligible for a disabled person's pass?

You may be eligible for a disabled person's pass if you live in West Yorkshire and you are or have:
  • severely sight impaired (registered blind) or I am sight impaired (registered partially sighted)
  • profoundly or severely deaf
  • without speech (Please note this does not apply to slow speech or severe stammer)
  • have a learning disability that is a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functions
  • no arms or long term loss of use in both arms
  • have a disability or have suffered an injury, which has a substantial and long-term adverse effect on my ability to walk. (Please note your degree of impairment should be at a comparable level to that required to claim High Rate Mobility Component of Disability Living Allowance).
  • have a disability or injury, which has substantial and long-term adverse effects on their ability to walk
  • has a learning disability, that is, a state of arrest or incomplete development of mind, which includes significant impairment of intelligence and social functioning
  • "Blind" is defined as having a high degree of vision loss. In general terms a person will be eligible for a pass if they cannot see (with glasses, if worn) the top letter of the eye test chart used by opticians and doctors, at a distance of three meters.

The blind person's pass

A blind person's pass entitles you to travel free on West Yorkshire buses at anytime of day. can also travel for You can also travel for free on buses throughout the rest of England at off-peak times.

  • 9.30am Monday to Friday
  • All day at weekends and bank holidays

"Blind" is defined as having a high degree of vision loss. In general terms a person will eligible for a pass if they cannot see (with glasses, if worn) the top letter of the eye test chart used by opticians and doctors, at a distance of three metres.

Companion pass

If you are unable to travel independently, you may be entitled to a special pass entitling a companion to the same concession when travelling with you within West Yorkshire. Your companion does not need to be the same person for every journey. Companion permits are authorised directly from Gateway to care.

Gateway to care will not be able to authorise your new sass immediately. Please allow three weeks, from the approval date of your application, for delivery to your home address.

Guide dogs and hearing dogs

Guide dogs and hearing dogs travel for free and there are no restrictions to travelling on the lower deck of buses.

How to apply for a travel pass

You can get an application for disabled people and a METRO application form for a travel pass from Gateway to care (both applications need to be completed and submitted together). You can also e-mail your request to us using the enquiry form on this web-page, and we will post both application forms to you. In order for Gateway to care to complete the order for the Pass, you will need to provide the following with a completed application form:
  • A recent full-faced, passport sized colour photographs attached to the Metro application
  • Proof of residency in Kirklees (i.e. a current utilities bill, bank statement, letter from the Benefits Agency)
  • Award letters or supportAward letters or supporting documentation from medically qualified doctors or specialist nurses.
Gateway to care will not be able to issue your new Pass immediately. Please allow three weeks, from the approval date of your application, for delivery to your home address.

If you are unsuccessful the Metro application will be returned. To renew an out of date pass you will need to re-apply using the above process.

What to do I do if my pass is lost or stolen?

There is a £5.00 fee to issue replacement Blind Person's or Disabled Person's Passes (external link).

If you lose your Blind Person’s or DIf you lose your Blind Person's or Disabled Person's Pass, you can order a replacement pass from the following places:
  • Bus station Travel CentreShop in Leeds
  • Leeds Visitor Centre (within Leeds railway statiLeeds Visitor Centre (within Leeds railway station).

Travel Centre staff will confirm you are on the ENCS database before ordering your replacement pass. If you are not on the ENCS database, you will have to reapply for your pass.

If you cannot make it to a Travel Centre, please write to Metro at:

And provide them with:
  • Your full name and address
  • Telephone number
  • CTelephone number
  • Cheque or Postal Order for £5.00, maCheque or Postal Order for £5.00, made payable to "Metro"
If your Metro-issued ENCS pass has been stolen, please report it to the police. They will give you a crime reference number, which you can take to a Travel Centre or phone MetroLine You will not be charged for this. Your replacement pass will be posted to you within 7-10 days of being ordered.

Please note:be reassessed. A further passport sized photograph will be required.

How long is my pass valid for?

Your pass is valid for either 1 or 5 years.
