What stage have we reached? (June 2008)
We are currently preparing the core strategy which will set the overall context for all LDF
proposals.
The consultation on a draft Supplementary Planning Document (SPD) on Affordable Housing has
ended. The consultation responses are currently being considered.
Strategic Housing Land Availability Assessment
As part of preparations for the Local Development Framework (LDF), Kirklees Council is carrying
out a Strategic Housing Land Availability Assessment (SHLAA).
Open Space Study
The Open Space Study is the first comprehensive assessment of open space provision in Kirklees which
provides an audit based analysis of the quantity, quality, value and accessibility of open spaces.
The study also includes Strategy Recommendations for the provision and improvement of open space provision.
A separate document looks at existing and potential walking and cycling routes (Priority Links) with the
aim of improving connections between open spaces and key destinations.
Next opportunity to become involved
The Core Strategy consultation for September/October 2008 has been rescheduled for February/March 2009.
The consultation will take a further look at options for the core strategy, taking account of the feedback
from the last consultation in June/July 2006 and new issues which have arisen since then.

Becoming involved
Kirklees Planning Service has a Local Development Framework (LDF) mailing list. People on the
mailing list are informed of progress and each stage of consultation throughout the LDF process
to enable them to give their views.

Local Development Framework - Documents
Local Development Scheme (LDS)[PDF 190kb]
This is the timetable for the preparation of the LDF. It explains what documents are to be
produced and when they will reach each stage of production. The current scheme became operational
from 24 September 2007.
Statement of Community Involvement
Adopted in September 2006, this sets out standards to be achieved by the council in involving the
community in the preparation of the LDF and in determining planning applications.
Adopted Development Plan Documents (DPDs)
DPDs set out policies and proposals for specific topics or areas. There are currently no Adopted
Development Plan Documents (DPDs) for Kirklees. The Local Development Scheme sets out the target
dates for adopting DPDs.

A comprehensive list of the dates of past consultations and scheduled dates of future consultations
on LDF documents. Links to documents are provided.
Annual Monitoring Report The Annual Monitoring Report (AMR) assesses the progress towards
the Local Development Framework documents and monitors the effectiveness of policies.
Local Development Framework - Supporting information
Kirklees Retail Capacity Study 2008-2013 (PDF 1.7Mb)
Provides a picture of the shopping patterns within Kirklees and uses a district-wide householder
survey along with expenditure and turnover data to assess the district's capacity for accommodating
new retail floorspace up to 2013.
Housing Land Supply Review
The Housing Land Supply Review (HLSR) provides a comprehensive record of land that has at some
time been considered to be suitable for housing development. This document is available to download.
Employment Land Supply Review
The Employment Land Supply Review (ELSR) provides a comprehensive record of land that has at some
time been considered to be suitable for employment uses. This document is available to download.
Urban Capacity Study
The urban capacity study has assessed the scope for accommodating new housing within the built up
areas of Kirklees, particularly the "brownfield" sources, using previously developed land and
converting buildings.
To Build and Where to Build consultation reports
This exercise occurred between September 2003 and March 2004. It was the first step leading to the
production of a new development plan for Kirklees. These reports assess how successful the
consultation exercise was and set out what people said.
