Statement of Community Involvement (SCI) - Draft document submission consultation
(January 2006 to February 2006)
In 2005, we completed a consultation on a Draft Statement of Community Involvement. A revised draft Statement
of Community Involvement was then submitted to the Secretary of State.
Comments were invited on the revised document during a 6 week consultation period from 08.45 on 9th January 2006
until 16.45 on 17th February 2006. The comments were submitted to the Secretary of State and the Council received
the inspector's report in August 2006.

representations could be made during the consultation period.
Inspector's Report (PDF 174kb) Independent examination of the submitted SCI document carried out in accordance with regulations and based
on nine tests of soundness. Recommendations in the report are binding.

document could be viewed during the adoption process and how legal challenge could be made.

This stage followed the Issues and Options consultation held in 2005 in the preparation of the Core
Strategy. The consultation document set out options for the broad distribution of new
development and key policies to deliver development and safeguard the environment. It was supported by a Sustainability
Appraisal which provided information on the anticipated environmental, economic and social impacts of the options and
policies.
The consultation took place between 08.45 on 12th June 2006 and 16.45 on 21st July 2006. We asked people to
give us their views about how we should accommodate new development across Kirklees over the next 15 years in
our LDF core strategy. We published a feedback report in August 2006 setting out the responses we received. We will give careful consideration to what was said in drafting the next document for consultation. If you would like to be added to our mailing list to be informed

The Core Strategy Options Consultation set out 4 different options for making land available across Kirklees to meet
future requirements for homes, jobs and other facilities and services. It outlined how the development of our towns
and villages and our transport system will help us to meet these requirements. The document also set out key policies
that might be used to help implement the overall vision for development. The options were supported by a
Sustainability Appraisal which provided information on the anticipated environmental, economic and social impacts of
the options and policies. The consultation on these options took place between 23rd February and 17th April 2009.

This Supplementary Planning Document provides guidance on the operation of saved Unitary Development Plan
policy T10 to secure financial contributions to transport improvements along the Leeds Road Corridor,
Huddersfield. The SPD relates to an initiative to support regeneration of the Leeds Road corridor, the
Kirklees Strategic Economic Zone (KSEZ).

Supplementary Planning Document 1 - Adopted document (PDF 757kb) This SPD was adopted by the council in September 2007. The SPD supports the
initiative for the Kirklees Strategic Economic Zone to promote new business development. It explains how
financial contributions will be secured at the time of the submission of planning applications.
Contributions will help to pay for a transport strategy to improve the A62/A644.

SPD2 Sustainability Appraisal Scoping Report (PDF 280kb) The report is a formal requirement of the Strategic Environmental Assessment and
Sustainability Appraisal processes and it is prepared for consultation with three designated bodies and
other parties who may be interested within Kirklees Council. The report considers the key sustainability
issues, provides background and baseline information and sets out the draft strategic objectives of the SPD.
The council has produced a Draft Supplementary Planning Document (SDP) on affordable housing. This sets
out detailed guidance on the council's requirements for the provision of affordable housing in relation to
market housing developments, and is intended to increase the supply of affordable housing over the coming
years. Once the SPD has been adopted, planning applications for residential development will need to comply
with the requirements of the SPD, otherwise they may be refused. The consultation draft of this document can
be accessed below. Comments must be received between 7th April and 16th May 2008.
