How do I get a skip licence?

Highways Service only issues skip licences (permits) to the owners of skips. If a skip has unavoidably to go on the highway then the skip’s owner must request a permit for each address where a skip is to be placed. A permit can be requested by completing the service request form or telephoning (01484) 225533. It is the skip owner’s responsibility to ensure that they obtain a permit where a skip has to go on the highway.

How much notice is required to get permission to leave a skip on the highway?

If the skip can be removed within 7 days, then the owner can get permission on the same day as the skip is to be left. If more than 7 days is needed then at least one clear day’s notice is required before the skip can be left.

How must does a permit cost?

There is a scale of charges that depends on how long the skip needs to stay on the highway. The current charges for each permit are:

These charges are paid by the skip's owner.

Are skips allowed on the pavement?
No, except by special permission from an inspector who is satisfied there is no danger to pedestrians or risk of damage to the footway.

How do I report a skip which is causing an obstruction?
You can send details of the problem to us by completing the service request form. We will then get an inspector to the visit the site. Our usual remedy is to ask the owner to move the skip or replace it with one which complies with the licence conditions.

How do I report a skip that has been there a long time?
You can send details of the problem to us by completing the service request form. We will check with the owner (if known) that the skip still needs to be there and if so whether it is licensed.

How long is a skip allowed to remain on the highway?
Skips for domestic purposes should be able to be filled and then removed within 7 days. In certain cases a skip can be allowed to remain on the highway for up to 28 days. In these cases the skip’s owner will need to know why more than 7 days is needed in order to agree the extra duration with Highways Service. Only in exceptional circumstances would a skip be allowed to remain on the highway for more than 28 days.
Can a full skip stay on the highway?
No, it must be removed within two days. If you know who the skip belongs to please provide us with the details by completing the service request form and we will ask the owners to remove it.

Are enclosed transport containers allowed on the highway?
No. Enclosed transport containers and very large skips are not allowed on the highway.

Can you tell me who owns a skip?
Not unless a licence has been requested for the site, or the skip carries the owner's name.
