How to contact us
I need a scaffolding or hoarding licence. What should I do?
You will need to complete the application form to apply for a scaffolding or hoarding licence.
Who should apply for the scaffolding or hoarding licence?
The owner of the scaffolding should provide an application in writing, usually by fax to
01484 225572, detailing:
- your company's name, address and telephone/fax numbers,
- the address where the scaffolding is to be erected,
- the date upon which it is intended to erect the scaffolding and the likely duration required,
- the reason(s) that the scaffolding is required,
- a contact name and telephone number, preferably a mobile phone number, in the event that a site meeting
is required.
Alternatively, your application can be completed online, sent by post or handed in at the Highways reception on
Flint Street.
How much does it cost for a scaffolding or hoarding licence?
The cost of a licence is £84.00 for up to the first four weeks or part of four weeks and in addition, we
ask for a deposit of £125.00.
The deposit is refundable only if you telephone us on 01484 225533 (during office
hours) immediately the scaffolding is removed. You must ensure that you receive a confirming reference number
from us to validate your call.
How much notice do I need to give?
Please give as much advance notice as possible - at least one clear working day's notice is required from receipt
of your application to give our inspector time to visit the site and comment on your proposal.
Shorter notice periods can be accommodated if, for example, the scaffolding is required for an emergency, but
such instances should be kept to a minimum.
What happens next?
Once approval for the scaffolding has been given, and before the licence can be issued, you will need to complete
a standard declaration and pay the relevant licence fee.
What happens if I need to extend the date the scaffolding is required?
If the scaffolding is required for longer than the duration originally requested you can arrange for an extension
by contacting us on 01484 225533. You should ensure that you arrange for any
extension and pay the additional fee before your current licence expires.
How much does it cost to extend my scaffolding or hoarding licence?
£36.00 for an extension of up to four weeks or part of four week.
What happens when my licence expires?
If your licence expires and you have not contacted my office, we will re-visit the site to check whether your
scaffolding has been removed. If the scaffolding is still up, you will be contacted to arrange an extension. If
the scaffolding has been removed, your deposit will be retained and you will be notified that this has happened.
How do I report scaffolding or hoarding which is causing an obstruction or is inadequately signed?
You can report problems with scaffolding or hoarding by completing a service request form with details of the
problem. We will get an inspector to come and visit the site and make a report. We shall then ask the scaffolding
company to take appropriate action.
How do I report scaffolding or hoarding which has no provision for pedestrian safety?
To report scaffolding that appears to have no provision for pedestrian safety you should fill in the service
request form and notify us of the details. If you are concerned that the problem could be dangerous you can ring
Highways Ross.
What should I do about dangerous or damaged scaffolding or hoarding?
The usual causes of damage to scaffolding are vehicle impacts and high winds. All scaffolding carry a notice giving
the owner or contractor's name and telephone number. If a vehicle has run into the scaffolding or it is leaning,
has come away from the building struts , telephone the police, giving any contact details on the scaffolding.
During office hours you can either telephone ROSS Street Care, or you can fill in the service request form with
all the details and send it to us. We may know who the scaffolding belongs to even if there is no information on
site.
How long is a scaffolding or hoarding allowed to remain on the highway?
Provided it complies with the licence conditions, there is no time limit for scaffolding or hoarding on the highway.
