How do I become a private hire operator?
You apply to the Licensing office at the above address after first obtaining planning permission. There is a fee of £41.00 for the Operator Licence.

How long does it take?
It depends when the decision for planning permission is made. The Operator Licence is granted immediately after planning permission has been given.

How do I get a Hackney Carriage/private hire driver's licence?
You can apply to the Licensing Office at the above address. You will be required to fill in a 'Police Check Form'. When you return this completed form you will be contacted to make an appointment for a driving test. You will be required to pay the 'New Driver' fee of £45 and a compulsory training fee of £60.

How do I get a Hackney Carriage plate/licence?
There are a fixed number of 225 Hackney carriage licences within the borough. The only current option is for an existing proprietor to transfer their existing vehicle and licence to a new proprietor. This transaction is negotiated between the two concerned parties, not the Council. A transfer application form is then completed by both parties. There is a transfer fee of £14.

The vehicle must be under four years of age at the time of first application and must meet the Council's Transport Services vehicle specification.

Which cars are considered prestigious?
A car must be exceptionally maintained and in outstanding condition to be considered prestigious.

Can I put an older prestigious vehicle on?

The decision lies with the Licensing Officers and the Licensing Panel.

Does my car need to go to committee?
A vehicle has to be presented to the Licensing Panel as soon as it reaches five years of age and each year thereafter until the age of nine when it will no longer be licensed.

What happens after the car has been presented to the Licensing Panel?
Any repairs or recommendations made by the Licensing Members must be carried out within 28 days. The car must then be re-presented to the Licensing Panel. If the car is then classed as satisfactory a further licence can be granted.

How do I make a complaint about a taxi driver?
You can complain either by written letter to the Group Licensing/Taxi Licensing Officers, at the above address, or by telephone 01484 223470.

It would be of great benefit to the licensing officers if you could provide any of the following details: vehicle registration number, vehicle plate number or the drivers badge number.
