What is a Traffic Regulation Order?
A Traffic Regulation Order (TRO) is a legal order, which allows the Highways
Authority to regulate the speed, movement and parking of vehicles and
regulate pedestrian movement, which are enforceable by law. The act governing
Traffic Regulation Order's is the Road Traffic Regulation Act 1984.
How long does it take to bring in a TRO?
On average, a Traffic Regulation Order will take between 9 to 12 months
from design to implementation.
Can the restrictions and regulations be put in place without the TRO?
No, the restrictions cannot be put in place without a Traffic Regulation
Order because the council cannot enforce them without there being a formal
legal order in place.
Why does a TRO take so long?
The procedure includes statutory periods of advertising and consultation
which have to be adhered to otherwise the legality of the Order may be

Who makes sure the TRO's are enforced?
The parking attendants who work for the council will enforce the Traffic Regualtion Orders on the public highways.
