Illegal motor vehicle use

Can anything be done to prevent illegal motor vehicle use of a public footpath or bridleway?
Instances of illegal use should be reported to the police.
The council can only erect physical barriers to prevent illegal use as long as those barriers
do not affect other peoples access e.g. disabled access, pushchairs, and private rights of access.
