Can a fence be removed if it is causing an obstruction ?
Yes - for further information please go to obstructions on public footpaths.

Is it legal for an electric fence/barbed wire fence to be erected next to a path
In certain circumstances yes. Electrified fences should have notices at regular intervals informing the public. If the fence causes an inconvenience by making the right of way narrower, please complete the service request form and an officer will then contact the landowner.
