Pest control

Environmental Protection - December 2011
pest.control@kirklees.gov.uk

Who are we?

The pest control team has responsibility for the council's statutory (legal) obligations regarding pest control across Kirklees, they have significant experience and are qualified to the highest levels to be able to deal with all kinds of pest problems.

That expertise is also available to assist Kirklees residents, tenants and businesses with any pest control problems they may have.

What we do?

Our aim is to deal with the immediate problem and attempt to discover the root cause to prevent it from happening again. This may include advice and recommendations on minor proofing repairs and, in the case of rats inside properties, a drainage investigation to identify any defects. A drain fault is the most common cause of rats invading properties.

The council will treat for:
  • Rats
  • Mice
  • Cockroaches
  • Wasps and wasp nests
  • Fleas
  • Bed bugs
  • We may offer treatment for other pests if it is appropriate to do so.

Is there a charge for the service?

If the infestation is in your property and the property is owned by you, or by a private landlord (including Housing Associations), then there is a modest charge for the service that helps to cover the costs of running the team.

If you live in local authority/council accommodation there is no charge to you as the cost of this service is included as part of your council rent.

How much does it cost?

Domestic properties:

If you are the owner and occupier of a private property charges apply. If you are living in a privately rented property then the pest control treatment would be charged at domestic rates if you, as the tenants, pay for the treatment yourself. It is worth checking your tenancy agreement to see who is responsible for pest control on your property; it may be the landlord's responsibility.

Current charges for domestic properties, including VAT at 20%
Fleas £90.00 per treatment Including V.A.T.

Commercial pest control contracts

Kirklees council currently maintain over 500 commercial pest control contracts with a variety of businesses. These include not only food outlets and retailers but also businesses involved in textiles, electrical engineering, and pharmaceuticals. Each contract is tailored to meet the individual needs of the business by our experienced surveyors. Prices are by quotation, following an on-site assessment. For more information, or to arrange a quote, please contact us on 01484 226891.

Why are the costs of pest control not included in my Council Tax?

There is no statutory obligation for a local authority to provide a pest control service, so, if a council does provide a service, it is over and above the council tax levy.

Many residents in Kirklees never need to use the service so it is not included in the council tax. Under the "Prevention of Damage by Pests Act 1949", all owners of land have a legal duty to keep their land free from rats and mice.

It is the council's statutory obligation to ensure that owners do this.

We make a modest charge for pest control in order to be able to offer the residents of Kirklees a high quality, competitively priced service.

How quickly can you respond to my problem?

We aim to respond to any complaints or requests for service within three working days. On most occasions it is a next day service, but this may not always be possible, especially at peak times. The Pest Control Service may be contacted on: 01484 226891 Monday to Thursday 8.45am-5.15 Friday 8.45am-4.45pm

Do you provide an out of hours service, as I work full time?

Given notice, we are able to schedule some appointments for early morning or late afternoon/early evening. During the busy summer season our staff will often work evenings and at weekends, so if you are not available during the day, it may be possible that we can arrange a visit time that will be more convenient for you. We also provide an emergency out-of-hours service in the evenings and at weekends for Local Authority/Council tenants. If you are a Local Authority tenant and have an emergency pest control problem, (for example, a live rat trapped in an occupied area of a house), you should contact Housing Emergency Repairs on: 01924 324700 and ask for Pest Control.

Privately owned properties are subject to the relevant treatment charges plus an additional call-out fee.

Other services

Insect Identification Service (free of charge).

Send a sample of the insect, along with your name and address and telephone number to the Pest Control Service at the address given below. Please give as much information as possible with regard to where the insect was found. You will be contacted if the insect is considered a potential hazard to health.

Pigeons

We do not trap or poison pigeons. Kirklees Council does provide a service for pigeon proofing buildings. It is a chargeable service and is priced by quotation. Under certain specific circumstances, we will carry out a pigeon cull by shooting, but under no circumstances will shooting take place outside or in public places.

Wild birds

All birds are fully protected by law.
It is an offence to kill them, or steal or destroy their eggs. The exceptions, which include pigeons, certain corvids, and certain gulls, are on an approved list and may be destroyed legally by professional pest controllers if the correct criteria are met.
