About the Kirklees Passport

What a Kirklees Passport is

The Kirklees Passport is a council-run discount scheme which is administered by Kirklees Culture and Leisure Services. It incorporates discounts from other services, thus making it a corporate scheme.




Who can get a Kirklees Passport

  • Residents of Kirklees who receive or who are directly dependent on someone who receives certain benefits.
  • Residents of Kirklees who are registered blind, or partially sighted, or deaf, or who are named on the wheelchair users' database.
  • Residents of Kirklees, aged 16 and over, who are full-time students.
  • War Pensioner's Disablement Benefit

Types of Kirklees Passport

There are two types of Kirklees Passport - Priority and Access.

Who can get a Priority Passport

The Priority Passport is available to Kirklees residents who receive or who are directly dependent on someone who receives one or more of the following:

  • Job Seeker's allowance (income based)
  • Guaranteed Pension Credit (not Savings Credit)
  • Income Support
  • Housing benefit
  • Council Tax benefit
  • Employment & Support allowance (income related)
  • Working Tax Credit with Child Tax Credit (about your Tax credit)
  • Working Tax Credit which includes a disability element (about your Tax credit)
  • Child Tax Credit Only (about your Tax credit)

About your Tax Credit: Your Tax Credit award must be based on annual income which entitles you to full NHS exemption. The qualifying amount for the 2010-11 tax year is £15,276 this is shown on you 2011-12 Tax Credit award. The qualifying amount for 2011-12 tax year is also £15,276 this is shown on your 2012-13 Tax Credit award.




Who can get an Access Passport

The Access Passport is available to Kirklees residents who receive one or more of the following.

Please note that only some of these categories allow for dependents.

  • Jobseekers Allowance (contribution-based)
  • National Insurance Credits (you must be signing-on at the Jobcentre as registered unemployed)
  • Carers Allowance
  • Incapacity Benefit (not Statutory Sick Pay)
  • Employment & Support Allowance (contribution based)
  • Industrial Injuries Benefit
  • Disability Living Allowance
  • Severe Disablement Benefit
  • Attendance Allowance
  • Registered disabled or deaf or blind or partially sighted
  • Blue Badge Holder
  • Registered wheelchair user
  • Full time student aged 16 or over
  • Working Tax Credit with Child Tax Credit (total annual income for 2011-12 tax year over ££15,276)
  • Working Tax Credit only (regardless of total annual income)

Applying for a Kirklees Passport

Cost of a Kirklees Passport

  • The Priority Passport costs £2.00 for an adult and £1.00 for a child.
  • The Access Passport costs £3.00 for an adult and £1.50 for a child.



What to show when you apply

  • You will need to show up-to-date proof that you receive benefit or that you are directly dependent on your spouse, partner or parent's benefit.
  • You will need to provide a passport-sized photo. You can no longer have your photograph taken at a passport issuing centre.
  • If you want the additional free parking disc you need to show that you are the registered keeper of the vehicle, therefore please show your vehicle registration document.



Where you can get a Kirklees Passport from

Kirklees Council Tenants and Leaseholders can also get their Kirklees Passport from their Local Area Housing Office

Library and Information Centres open at various times throughout the week. Please check opening hours before you visit.

Using your Kirklees Passport at Kirklees Active Leisure (KAL) centres

  • To use your Kirklees Passport at Kirklees Active Leisure (KAL) centres you also need a KAL Card in order to qualify for the passport discount.
  • If you are a Kirklees Passport holder the KAL Card is free of charge.

Extra help for the disabled

If you have either a Priority or Access Passport and you either:

  • receive the high or mid care component of Disability Living Allowance
  • receive Attendance Allowance
  • are registered blind
you can ask for a +1 sticker to be placed on you passport. This will enable someone to accompany you, free of charge, to certain arts events, concerts and sporting activities.
