What is mandatory rural rate relief?

You can claim 50% rural rate relief if your business trades within areas designated as rural settlements.

A rural settlement is defined as such if it appears to have had a population of 3000 or less on December 31st, prior to the start of each financial year.

Will my business qualify for mandatory rural rate relief?

To qualify for mandatory rate relief your business must:

  • be within the boundaries of a qualifying rural settlement
  • have a rateable value of less than £8,500 for a general store or Post Office, or £12,500 for a public house or petrol filling station
  • be used, in whole or part, as a general store or a post office, or both.
  • be the only general store, post office, public house or petrol filling station in the settlement

Which parishes are classed as rural?

A number of parishes within Kirklees have been designated as rural for the purpose of this scheme.

The following settlements are believed to have populations of less than 3000 people:

What is discretionary rural rate relief?

If you qualify for mandatory rural rate relief, we may be able to give you extra relief on the remaining 50% of your bill. This is called discretionary rate relief.

You must apply for this relief.

Will my business qualify for discretionary rural rate relief?

To qualify, your business must:
  • be within the boundaries of a qualifying rural settlement
  • have a rateable value of less than £16,500
  • provide an essential service to the local community

It must also be reasonable for us to make such a decision having regard to the best interests of people liable for paying council tax in Kirklees.

How do you decide the amount of discretionary relief?

As part of your application, we ask you to give us more information about your business. We will use the information you supply to help to decide how much discretionary relief we can give you.
