What is this grant for?
This grant can pay up to half the cost of work to a building or facility
that improves access for people who may have difficulty using it, such as
older people and disabled people up to a maximum of £4,000. The work should
improve access for people with a range of disabilities in addition to those
who already use the building.
The improvements should also allow disabled people to use the building facility
without having to ask for help. Examples of access improvements include
providing a ramp to a main entrance or installing an induction loop system.
Who can apply?
Any voluntary, community or small business organisation in Kirklees that
wants to improve access for people in a building or facility it owns, manages
or uses.

Download the relevant form and send with all necessary documents to Rob Greenwood (Access
Officer) at the address on the form.
How many quotations do I need?
You will need quotations from two different contractors.
What information do I need to include in the
quotations?
The quotations should be broken down to identify components, labour and
VAT, where applicable.
Are there any other documents I need to enclose
with my application?
Yes you will need to provide all of the following:
- a statement of accounts for the last financial yeara copy of your constitution (voluntary organisations only)
- architect's drawing or sketch plan showing all measurements.
- quotes from two contractors, which list all work to be done, the costs
and VAT if payable. Induction loop and sound systems must be costs must
be quoted separately.
- map or drawing showing how to get to your building.
- a photograph of the building as it is now, if the scheme involves
building work.
What happens to my application once I have sent it
with all documents?
The Access Grants Panel will consider your application at its next meeting.
The Panel meets each month and includes officers and disabled people from
the Kirklees Community.
What will happen if my application is successful?
We will inspect the improvements to make sure they are satisfactory. If
they are we will then send you a cheque for half the cost of the work.
Please note that certain works will need to be inspected by the Council's
Buildings Control Department. This should not be confused with the grant
inspection, which must be arranged in all cases. A satisfactory outcome
of the Building Control inspection does not always mean that the grant conditions
have been met.
Is there anything I need to do before starting the
improvement works?
If you want to alter a building you may need to consider the following planning advice and documents.
If improved access is to be made from a highway or public footpath you will
need to consult with the Highways Service. (If planning permission is needed
Highways will be told by the Planning Service).

Will I need to pay VAT?
You will not have to pay VAT if your organisation is a registered charity
and the reason for the work is to benefit disabled people (for example,
installation of an induction loop system, an access ramp or accessible toilet).
Work to listed buildings may also qualify for VAT zero rating. To check
if you have to pay VAT for the work contact the Advice and Enquiries Centre
at HM Customs and Excise on 0191 201 1700.
Where can I get a VAT exemption form?
You need form 'Annexe E VAT Notice 701/7/94'.

What if I need an Induction loop and sound systems?
If you are planning a loop system with a sound reinforcement system, the
two systems must be itemised and costed separately on your contractor quotations.
This is because we fund 40% of the costs of a loop system and 25% of the
costs of sound system.
If the work includes components which are shared by both loop and sound
systems (such as microphones) we will pay 40% of the costs of these. Loop
system components are VAT exempt.

Yes. Voluntary Action Kirklees (VAK) can provide access to a database of funders which may be able to provide assistance.
